Tourism Planning Adviser – Volunteer Service Abroad – Overseas

Job Description
Volunteer Service Abroad (VSA) volunteers receive a living allowance and accommodation, insurance, and medical costs are provided. Travel arrangements are organised and funded by VSA along with other costs.
The Asia Foundation started working in Timor-Leste in 1992 from its Jakarta office, and opened a full office in Timor-Leste in 2001. In Timor-Leste the Foundation focuses on three main components that are critical to the development of Timor-Leste: strengthening governance, empowering women and expanding economic opportunity.
To help foster economic opportunity the Foundation is working to build the non-oil economy through the tourism sector by advocating for evidence-based policy making, effective marketing, and the development of nature-based adventure tourism.
The volunteer will work closely with staff at the Ministry of Tourism, Commerce and Industry (MTCI). The focus will be on facilitating better coordination both within MTCI and between other tourism stakeholders. As the successful candidate you will have substantial experience developing, coordinating and implementing tourism action plans. You will also support MTCI staff to develop and use monitoring and evaluation tools to identify progress on policy goals and coordinate with other government ministries to avoid duplication.
VSA assignments provide a unique opportunity for professional development by sharing your skills to build thriving communities in the Pacific and beyond. On a day-to-day basis you will work most closely with the Deputy Program Manager for Tourism within the Asia Foundation, and staff within the Directorate of Planning and Development, MCTI.

We are looking for a volunteer with:
– Bachelor Degree in Tourism (or a relevant discipline with significant knowledge and experience of tourism policy and planning)
– Substantial experience developing, coordinating and implementing tourism action plans
– Demonstrable experience developing and implementing monitoring and evaluation processes
– Experience coordinating and collaborating with multiple stakeholders within the tourist economy (government, private sector, donors and development partners)
This is an assignment of up to 18 months based in Timor-Leste.
